Ordinances and Resolutions
 
Ordinances
Over the years I have worked with my colleagues on the City Council to revise many ordinances regarding weights and measures, streets and sidewalks, taxis and buses and traffic laws:
 
  • Initiated City Council discussion and authored ordinance on recycling to bring the City into compliance with state laws;
  • Ordinance to amend law to assist our local second-hand stores with the license process;
  • Introduced and wrote Non-criminal Disposition Ordinance with North Adams department heads which organizes penalties for infractions of local laws;
  • Amended local law with regard to hawkers, peddlers and transient vendors to help to protect our existing local businesses;
  • Home Rule Petition Law with regard to pension benefits for veterans;
  • Re-introduced ordinance to regulate foreclosed and vacant housing in the City;
  • Revised proposed ordinance to regulate foreclosed; worked with mayor's administrative assistant and city solicitor to tailor ordinance language best suited for the City. Ordinance helps to secure harmony and growth in neighborhoods;
  • Assisted homeowners by creating new local regulation regarding relocation of electric and telephone poles;
  • Keg ordinance establishing rules and regulations used by our police department;
  • Dog regulation ordinance to protect the public from dangerous dogs; and
  • Revised ordinance language for Parks and Recreation Commission.
 
Resolutions
I have also initiated City Council discussion on many issues affecting both the City of North Adams and the north Berkshire region and have authored resolutions that support the City Council position on particular policies:
  • Job ordinance resolution to support the hiring of local tradespersons on local government work projects;
  • Several resolutions to secure funding to further design and construct the Mohawk Bicycle/Pedestrian Trail to successfully extend to North Adams and Williamstown to the popular Ashuwillticook Rail Trail;
  • Initiated City Council discussions and authored resolutions to regulate the use of hand-held devices while operating a motor vehicle;
  • Supported the "Take Charge" energy project, which helps residents to learn about, and take part in, regional efforts to conserve energy;
  • Authored a variety of resolutions that benefit our communities in support of the Massachusetts Municipal Association;
  • Supported the Mount Greylock Advisory Council improvement efforts for the Mount Greylock Reservation, which includes 12,000 acres in the communities of North Adams, Adams, Cheshire, Williamstown, New Ashford and Lanesborough;
  • Advocated for the rights of cable television consumers;
  • Supported a Commonwealth self-sufficiency standard, which helps define basic costs of living, working, and raising a family;
  • Resolution to welcome new immigrants to the City of North Adams;
  • Encouraged the State to successfully certify the Greylock Glen Project for the Town of Adams;
  • Support of Congressman Olver to cosponsor H.R. 1344, a bill to improve federal nutrition programs for school children; and
  • Initiated discussion by authoring City Council resolutions on many topics of relevance to the citizens of North Adams and the region, most recently requesting Representative Bosley to vote for certain measures that will affect the city in the 2010 state budget.
